GREAT NEWS – Langarth has achieved another key milestone with Cornwall Council’s Cabinet giving the go-ahead to explore the detail of stewardship arrangements for the Garden Village. 

Stewardship is a concept for management of a new community and its assets for current and future generations.  By doing that, the aspirations set out by the vision for Langarth Garden Village becomes a reality and is safeguarded well into the future.  It is a key cornerstone of creating a successful new community, and so an important aspect to get right for the successful delivery of the Langarth Garden Village. 

The Garden Village will provide a wide range of community assets, including new schools, health facilities, parks and urban squares, green spaces, water features, cycle and walking routes, cultural facilities and community hubs.  It is vital that these community spaces and assets are protected and maintained.

Learning from other Garden communities has shown how important stewardship will be to ensuring that Langarth is a unique and bespoke place to live.  The Town and Country Planning Association (TCPA) has published a number of resources on the subject at http://Stewardship (tcpa.org.uk)

The Cabinet decision was supported by an Outline Business Case, which sets out principles to ensure all community spaces and assets in the Garden Village will be managed and maintained by a local Stewardship Organisation.  Principles were informed by extensive learning from other communities and engagement with local Councils and stakeholders. 

The full details of how the stewardship organisation will be set up, structured and implemented will now be developed by the project team working closely with local Council partners and key stakeholders. 

As well as considering the legal form and membership of the organisation, detailed governance arrangements will be considered. This will also include looking at the extend of what will be managed by the stewardship organisation, what will be delivered and when and funding mechanisms. This process is expected to take up to 12 months to complete.

It is also proposed to arrange further learning and site visits to other communities that already have stewardship management arrangements in place or are going through a similar process.  City and Parish Council members will be given the opportunity to participate in this and help shape the emerging detailed proposals.

As Governs Park, the first Garden Village asset to be provided at Langarth, is currently expected to come into use within the next two to three years. So there is time to develop the stewardship organisation in a well-considered and sound manner.

The scheme is not being developed using a one size fits all approach.  It is essential that the new community is supported to find its own identity as well as exploring what role local government at all levels will have in the way Langarth as a place and new community evolves.
 
This is a very exciting moment in the development of the Garden Village and we are looking forward to working with the local councils, stakeholders and the local community to develop a model which will ensure that Langarth meets its ambition of becoming a new vibrant, well-connected community where people will live, work and thrive for generations to come.
